王子选内阁 Ongzi’s Choice of New Cabinet


Ongzi feels that a major reshuffle of Malaysian Cabinet is timely.  Mainly to 1. eliminate confusion of responsibility, 2. merging of related portfolios into a single ministry, and 3. restructuring of government agencies, 4. to simply the Ministry’s name, 5. to promote good governance, and finally 6. to reduce government expenses.

Present Cabinet comprises 29 Ministers with 25 Ministries.  After restructure, Ongzi’s choice of Cabinet will have only 19 Ministers, with 19 Ministries, without Parliamentary Secretaries or Political Secretaries.

1. Prime Minister’s Department
( Jabatan Perdana Menteri -JPM )
· to maintain ICU, UPE & MAMPU
· to dissolve BTN & Jabatan Parlimen Malaysia

2. Ministry of Agriculture - MoA
( Kementerian Pertanian )
· amalgamation of MOA & KPKK
· to undertake FELDA ( from JPM ), DoA & DID ( from NRE ), RISDA & FELCRA ( from KKLW )

3. Ministry of Finance - MoF
( Kementerian Kewangan )
· Auditor General Office ( undertake from JPM )

4. Ministry of Education - MoEd
( Kementerian Pendidikan )
· to incorporate Higher Education Ministry
· to undertake PERMATA from JPM
· to undertake tabika KEMAS from KKLBW

5. Ministry of Transport - MoT
( Kementerian Pengangkutan )
· nationalization of rail service, mrt

6. Ministry of Internal Security – MIS
( Kementerian Keselamatan Dalam Negeri )
· to undertake Fire And Rescue Department from MHLG
· to amalgamate Jabatan Pertahanan Awam and RELA

7. Ministry of Power - MoP
( Kementerian Tenaga )
· previously Ministry of Energy, Green Technology and Water ( KeTTHA )
· nationalization of power supply service

8. Ministry of Commerce - MoC
( Kementerian Perdagangan )
· amalgamation of MITI, KPDNKK & Tourism Ministry

· previously Ministry of Science, Techonology And Innovation

· to undertake Maritime Enforcement Agency from JPM

13. Ministry of Human Resources - MHR

· to dissolve Talent Corp from JPM

19. Ministry of Communications – MC

· nationalization of postal & telecom service
· to undertake news media from MHA, subsequently liberalization of news media 

Also to liberalized and to empower several principal Commissions, report only to the Parliament :
1. Election Commission ( previously under JPM )
2. Anti Corruption Commission ( previously under JPM )
3. Public Service Commission ( previously under JPM )
4. Human Rights Commission of Malaysia, SUHAKAM ( previously under JPM )
5. Judicial Appointment Commission ( previously under JPM )


Lastly, considering the tria politica principle, in the pursuance of good governance, Ongzi would like to have a clear separation of powers between legislature, executive and judiciary. 

Member of Cabinet shall not be a people’s representative from either Houses of Parliament, except for Prime Minister.  All the Ministers are appointed based on their capacity and integrity, irrespective of their political affiliation. 

Perhaps we should do away with Deputy Prime Minister too.
